Is it virtually possible to animate ANY image?

Say for example, I had my artist friend make an image in GIMP or Photoshop and he exports it to a png, and in this png image is a stick figure.
Could i just give this stick figure a skeleton (I think the term would be) to animate?

Is there a tutorial for this if so please link me.

Hi,
Synfig can of course do it.
It is mainly vector-based animation but you can split your character into pieces and animate them with a skeleton.

Or you can purchase the official Training Pack which contains all the details ;)
Always check Wiki/FAQ first! - Use last builds only: Stable 1.2.1 / Dev 1.3.6 (highly recommended)
