Unless you need to animate the text itself, the workaround for this bug is to render the text to an image (with Synfig or any other program) and move the image.

The new window does not have keyframeing options. And I just can not figure it out why...

Probably the animation length is zero. Please edit the Canvas settings and set the end time further than 0 frames.

Use png_sprite target when export the animation. It would export a sprite sheet vertically aligned. It is very common to import game assets in that way.

You surely modified the gamma value of the Settings panel. Please leave it as 2.2, since its value is not used when rendered and always it is used 2.2

Or I'm getting old and can't see what you mention or the image is perfectly normal...
Can anyone else see the artifacts?
Can you spot with an arrow on the image where is the artifact?

Hmmm, I can't see what you say. Maybe you can:
1) Spot on the image where the artifacts are.
2) Try to isolate the layers that produce the effect (remove layers that doesn't affect the render on artifacts). If it continues it could be a good candidate file for a bug issue.
